The comprehensive plan is one of the municipality’s most important planning tools. The 2010 comprehensive plan lays down the direction in which the city and the surrounding rural areas will develop over the long term during the period up to 2030. It explains how the municipality intends built-up areas, transport systems, green spaces and other features to develop in the future, both in the city and in the countryside.

The comprehensive plan provides guidelines for new detailed development plans and building permits, for example. The plan also describes the measures which the municipality intends to take itself to push ahead with development.
